It doesn't even matter, your giveaway your rules as far as what you think is a high percentage. If there were 99 games in a bundle you're giving away and you don't want anyone who even has 1 game from it to win it it's your right to reroll.

The giveaway creator may request a new winner if you own a high percentage of the packaged games.
As stated in guidelines. Since the main game is about the same price as all DLCs together, I consider this high percentage.
