That's actually a good question, not sure what the site's rules are. I'm assuming that you should be able to redeem this one independently from the main game, so you should be eligible to win. Whoever may win it, I will make sure to follow up and ensure that this works as desired.

Well, I'm pretty sure the rules for the site are that for stuff like this (somebody owning part of, but not all of a bundle) it's up to the giveaway creator.

In that case, my take on it would be "if you are technically able to redeem it, then you should be able to win it", so I'd say go for it!

Artuurs then feel free to invest in the game and enter it here for the DLC, it is up to you - rules of the Steamgifts are quite clear about it :) The game was 1 dollar and HB and that is where majority of people got it most likely. I would just warn monsterfurby about checking the winner as I can enter it even with the whole Borderlands GotY in my library

Yeah, somehow the GOTY has a different steamid, so it shows up separately in the Steamgifts-Database. I'll keep both eyes open once this concludes.
