Yes it seems they misconfigured this and all the other Risen 3 DLC. Even in the store there is not the usual "This content requires the base game [...] on Steam in order to play."

Someone set that "This DLC must be seen by everyone: those who already have it, those who don't own base game, those who lack Steam account at all - ALL must see it!" it seems
