There is no problem with GA, but just to inform you: your GA is not that bundle and does not contains all the DLCs.
It unlocked the game and 16/43 DLCs.

As the giveaway creator it's 100% up to you in whether or not you want people to be able to enter for the DLC or not. That's the rule of Steamgifts. So it's not a matter of concerns, it's just a matter of whether you like the idea or not.

I can not deliver the DLCs separately, because they are embedded in the base game package, with only a KEY, so I do not think it's fair to have someone who already owns the base game and some DLC's compete for this game, Still does not own it, but if they want to compete, feel free, I would not particularly compete.

DLCs for this game are 5,5 more worth than base. Strategy games from Paradox are now focused on selling DLCs. Already played base game for about 40 hours and felt that they intentionally havent putted all mechanics. I dont feel like spending money on those DLCs. Instead of that i can buy 10 other full games.
Like MaximumBunny said it's up to you. Personally i dont usually enter for DLCs but this is exceptional occasion to get full experience of EUIV.

Just to clarify on other peoples comments, as long as someone does not own every single game/dlc in a collection then steamgifts does not have a problem with them entering. If they were to win, the key would be sent to them and they would activate it and receive the DLC/games which they do not already have. However, as a giveaway creator if you would rather that someone who already owns part of the collection does not enter so that whoever receives it gets the full value of the collection then you can request that people do not enter if they already own a portion of the collection (whether it be just 1 game/dlc or over 50% etc). I'm not sure how enforceable this is under Steamgift rules and mechanics but it is generally consider extremely rude if you enter against the creator wishes. It is most definitely not against Steam gifts rules to enter a giveaway for dlc if you already own the base game.

Traditionally, under the 'don't enter for games you already own' style rule, SG support will grant the gifter's request for a reroll if the winner didn't follow the gifter's wishes -- I'm not actually sure if the gifter's wishes even need to be stated anywhere in the giveaway. But, as you've noted, for packages that include multiple items, where some might be unowned, that request for a reroll, when the winner owns only part of a package, is completely up to the gifter. :)
