This looks more and more like a scam, he gets you to add him on Steam and begs for Steam items in exchange for a Steam code key.
I got a key first (more than likely fake key) that did not work and then he begs for Steam items and says he'll give another key tomorrow at which he'll more than likely remove and block you and not care what happens to him on Steamgifts as he got items worth of value for his non Steam keys that anyone can put a random string of numbers and letters together and say opps I can get another key later.
Be careful if you are one of the winners and DO NOT TRADE HIM ANY ITEMS.
I have pictures of everything and yes I reported after the conversation yesterday, I wanted to wait and see if he would give a key the next day but there were too many red flags.
Are you sure this is the $10 Starter Edition and not just the base game which has been given away for free on multiple occasions?

If he send this as a friend through Steam, he will honor his word, but if this is a Steam key, the chances to be the base game are high
