Exactly.

There are two parts of this rule:

1) Don't submit game keys from bundles. Ever. (This is to prevent exploitation and violations of various bundle terms of service.)
2) Don't submit games that happen to be a part of a bundle which is on sale at the moment, not even if what you are giving away is a tradeable gift or whatever. (This is partially to avoid misunderstandings, partially to not encourage other users to violate the first half of this rule, and partially to support bundles and make people buy them, instead of getting the games in some other way.)
