Actually, they can request a reroll on a public giveaway if you own a major part of its contents. It's up to the gifter whether they allow someone to win a bundle if they own one or more base games from it. And it just so happens that Hanii has already stated that they'd rather folks not enter their giveaway if they already own Killing Floor.

And I encourage you to check the winner's games just in case they own it as well, so you can request a reroll if necessary. The mods here will allow you to do so under those circumstances so long as you haven't sent out the key beforehand. You can't reroll a giveaway once a key has been sent out, sadly. ^^
