Of course that is not possible because you never opened a ticket to ask for a reroll for any of the winners who have rejected their win.
You should ask these winner's for consent to get removed from the list of winners and then open a delete request ticket, list all of the users who rejected the win and gave consent.
Telling the winners to keep the win and therefore make them give received feedback even though they already own the win is considered misuse of giveaway feedback and leads to permanent suspension.
