Only creator of giveaway decide this.
You can allow to enter with only base game, with some of DLC's, or not allow with any. Or even for one DLC what entered person don't have, but it will be complete waste of such expencive pack, because some one who really want this game and don't have even base game - will loose chance to play it.)
But it's all up you you as a creator of giveaway.
