Yeah, that's the issue with DLCs here. People who already own them can join the giveaways, and sometimes people who don't even have the base game can join them. The general rule of thumb is that the GA owner needs to check the winner before giving the prize.

This is true, but very rare. I only know of this existing in one instance (a particular misconfigured DLC for an F1 game). However, there is also a game, Elven Legacy, which has three expansions sold as standalone products, which cannot be activated without the base game. They should have just been DLC.
