"Multiple" has always meant "more than one." Your interpretation as "more than 3" is uncommon enough that using it would cause more confusion than it'd alleviate.
One way you might get at your desired outcome in a roundabout way is to install the ESGST extension and sort the "multiple copies" page by your chance to win. Generally speaking (but not always), giveaways with lots of copies will have a higher chance to win than giveaways with fewer copies.

Would be cool to have a separate section for 2-3 copies, as I perceive "multiple" as several, which is more than 3.
Whenever I use that section, i' always skimming past the ones that say 2 or 3 copies, for the ones that give me a better chance at winning. Also there are often giveaways from people promoting their game, and it's fun to find new games this way to add to my wishlist.
But maybe that's just me.
