No, you can't win the same game twice.
It's a big no-no on this site.
There's also a weird thing with Painkiller -- it has two steam appids -- one for an older version that was upgraded to the Black Edition, and the one for the actual Black Edition itself. Your regional copy might be the old version, but it's still the same game. They upgraded the older version for free a while back.

I won "Painkiller: Black Edition" (Region Restricted) some time ago, and I noticed I still can enter giveaways for this game for the ROW version:
1) Am I allowed to enter giveaways for the ROW version? I am breaking any law if I mark both versions as received (If I win the ROW version)?
2) In the store page doesn't appear that green window saying "You already have that game" (It may sound stupid, but I like to see that green window xD). What if I buy the game directly from the store?
3) Is there any anyway to know what games in my library are region restricted?
