(Recent too)" i do region restricted sometimes cuz we cannot give anyone else cuz of currencies (Steam not allows me to other countries) and i do you mentioned about groups too every month. Ye, too many region restricted GAs, a lack of quality games, not enough recent public / open group GAs... So a no for now, sorry.
I never gift directly from Steam so I haven't got a clue, sorry.
If you want to gift region free games, I think your best bet is to buy bundles from Fanatical as they rarely have any restrictions.

You do have pretty good stats but...
Your share of region restricted GAs is too high at 39.2%, bring that down and we can check again, deal?
P.S I don't have a fixed % but normally I don't WL people that are over 25'ish %.

Yes I agree with that, I made GA with limited area only a few times my reason is just want to share something with people from my country, and I think steam rules also regulate about Giving rules😊😊😁😁
