I once had a similar problem. I contacted Steam support and they reactivated/unregistered the key. But they also made it clear to me that they would only do something like that once.

Yes, that was the point: Steam support removed the activation of the key from my account and they "reactivated" it so that it could be used again in a different Steam account. It was a key of the Borderlands Handsome Collection that I redeemed by mistake. I later gifted it to a friend and the key worked without any problem. HB was not involved at all.

Thanks to your advice, I found a KZ (Kazakhstan) (CIS) friend willing to help and all their keys worked fine for RU, I checked the subIDs through the steam console and they're all identical to the ones the commenter from UA (Ukraine) provided. Just a confirmation that your guidance worked wonders.

I'm new, do you know if I could activate a Persona 5 global key (I'm guessing it comes from usa) to UA? Plenty of people selling keys for cheap on reddit.
Steam DB says it only can't be activated in a few asian countries.

Yes you can activate a global key https://steamdb.info/sub/776932 in Ukraine. Just make sure it's not a key that comes from a purchase made in EU, those can be redeemed only in EU countries.
On SteamDB, you probably misread the title of the red box. It says "can NOT be activated in the following countries", so the few Asian countries you see there are the restricted ones, and not the ones that it can be redeemed in.
