Can i give a regional restricted game via private giveaway with extra rule?

One possibility is a group giveaway for a non-public group that you are 100% has people from only these countries (doing it with public national groups is the most stupid thing you can do), it's technically a problem only if the winner can't activate it; still, I'm not exactly sure what the exact stance of the support is.

the problem in here is doing give away grants you contributor value. I would not be fair if people buying restriction gift at much lower price in RUS/CIS and earning similar amount to the said CV (contributor value).

AFAIK, support doesn't really have problem with region restricted giveaways. But they do have problem with people receiving their gifts only to learn they can't use it in their country OR rerolling giveaway because of said reason (in that kind of cases they prefer to say "buy him ROW copy and make second giveaway").

So, if you really want to give it away, I guess your best bet would be finding or creating your own xUSSR giveaway group and inviting people who would prove they are from said region (for example, few lines of steam-chat).
