As far as I know, you can't send gifts on Origin, so it'd be impractical in that sense.

I think the Gala Giveaways site allows Origin and/or Desura, so if you have a bunch of leftover non-Steam keys you might want to take a look there. Otherwise I've seen puzzles here for Origin keys, i.e. whoever solves it first uses the key. Even some keys dropped at random in the forum. Otherwise I think steamgifts.com is doing ok with only steam giveaways allowed, but who knows.

If you can giveaway/win steam games, why not be able to giveaway/win origin games? I have seen plenty of humble EA bundle game giveaways that say must redeem on origin, so why not be able to properly label these giveaways? I believe that perhaps with the new website you should allow the giving away of games on both steam and origin.
