Tropico 4 is pretty much the same as Tropico 3. With the addition of achievements, a few tweaks and a few buildings. If you have money, why not get both of them. If you end up getting Tropico 3, make sure that you get the DLC as well. It's worth it.

I have Tropico 3 and i am thinking of getting 4 while the sale is on.
I have heard that 4 is somewhat better than 3, but I am not sure if there are enough changes to make it worth buying a new game while I already have 3.
I really liked Tropico 3 btw.

I tried tropico 4 today and I found it a really brilliant city-building strategy game, though I don't usually enjoy this kind of strategy.
So I'm asking you gamers should I buy Tropico 3, 4 or both of them?
Do they offer different stuff or is it more of the same recipe?
