Depends on the amount of missing games for you, but Steam offers it as a complete the collection very often, only the discount changes.

I'm missing 8 games and all the DLC's. Currently it's only 26% off (for me) so that's 11.26 €, and that's even without the DLC's. (For some reason it doesn't let me buy the other pack with the dlc's included)
So I much rather spend that 1 dollar on group buy when HH arrives^^
But yeah, you are right though. In a lot of cases it's more worth it to buy from those complete your collection bundles Steam provides! :)

Yep. If you own most of the games already, then a future Steam sale will provide the opportunity to get the rest cheap. That particular bundle has been around 95% off before.

That bundle is a type of bundle I sadly notice more and more on Steam: "This offer is only available when buying all 21 items at the same time."
Therefore it is impossible to buy if you own even a single of the items. I really don't know why they introduced that. Like with steam packages you can only buy the complete thing. But unlike steam packages you can't buy them (and effectively buying everything you own already a second time) if you want to complete your collection. We would be better off if they would turn such things into packages. I just noticed that at least it is possible to buy this kind of bundle as a gift, that is, if you are allowed to buy it at all. (you can't give them away though, since those bundles don't show up when creating a GA.)
There are 2 other bundles though that you can use to complete your Just1337 collection (i.e. ones that you can buy when you own some of the games), those 2 combined contain less items though (I guess the DLC is missing.)

You can buy it through browser if you are outlogged, put it in your cart > log in > pay & you get the extra copies you already own in your inventory as gift.
