Account inquiry by CD key- how concerned should I be?

Did you ninja a steam key? If someone else gets dup from a steam key you've used they can inquire account. But since they have no access to your email inbox, then there's nothing to worry over.

Not concerned at all. It's simply a waste of bandwidth for steam to have this option.
