I just clicked the "rarity" tab in their badges section and then found it(also considering search from someone like this guy who has one of the biggest levels), however you need Steam Enhacement Addon to do that, but you can without it, manually I think, and don't try to search using F3 or CTRL+F when someone has that amount of badges like Palmdesert, I did trying to find if he has the greatest summer foil badge too and my Chrome was frozen for almost 1 min.

Yeah, that's crazy. I saw a few in the 100s. The cards to complete the badge weren't cheap either. I don't think they dipped lower than 30 cents.

He just gave up. There was a guy that got 2013 for the regular badge, and I forget what but higher than 100 on foil.

The highest snow globe badge is level 2013 with this guy. His profile is private right now, so you will have to live with the Achievement Stats listing.
