Though the difference is a few cents, it is relevant to note that the price is higher on the german and french stores. The US store's $0.91 converts roughly to 0.77€. Since it is a digital product, might as well get it from the US one.

To fool amazons address check you need to have US address as primary. (or whatever region you try to buy from).

(Afaik only 2K/Rocstar games check billing address of credit card too).

It's for Amazon Prime members. No-Rush Shipping Rewards. Basically, when they don't need a particular order right away, a Prime customer can forego the expedited shipping they're paying for with Prime, and instead Amazon will give them a bit of credit to apply to a future order (with some restrictions.)
