Yes. Yes as in there's a report function. No... as the mods are completely overwhelmed by the number of indie games giveaways. I still can't figure out why they just don't remove them off Steamgifts yet, trying to find pointless solutions and whatnot.

You activate your key. 2 double gift copies appear in your inventory. You give those 2 copies to your friends. They each activate the gifts, and each receive 1 gift copy in their inventories. Hopefully they give their gifts to their friends. Then you all lovingly play together.

The fact they're listed as bundle games and give decrease value and the fact that the gifts do indeed give the full game, there should be no issue.
Not to mention that purchasing The Ship gives you the same bonus gifts, thanks for trying to make up new rules though!

Thanks for trying to help, but I'm not making up rules... The reason it's not allowed is because you've obtained the gifts for free. When you buy the game or buy a bundle with the game, you have spent money.
Remember Shadowgrounds/Survivor and the Summer Seal? The keys were obtained freely, and were hence not allowed. Same applies.

No mention of anything you've stated in the rules. This is different than Shadowgrounds as with Summer Seal you were able to obtain them over and over again. These are one key per IP so it's much more limited.
I'd love to hear how you plan to distinguish gift copies from legit purchases, Indie Royale bundles between these free keys? It's impossible so unless they completely remove The Ship, they can't ban copies coming from these keys.

It's no different from the Summer Seal in that the items are being received for free and people are using them to increase their contribution value.
I don't know how you would distinguish between the two, can only presume that the same method would be applied as was for the Shadowground keys (differentiating between Summer Seal and actual gifts) or bundle keys (between them and actual gifts) before the rule change.
