The Electric Boogaloo is a dance style that became meme-ified to denote crazy sequels, as popularized by the 1984 film Breakin' 2: Electric Boogaloo. While we are not break dance battling here, it is kind of like a screenshot battle and hence, the "screenshot boogaloo".

I shared a keyboard with my best friend growing up for countless hours playing this. Mostly he won but those were fun times.
I got this one on a two-for-one diskette with BMX Freestyle as the second game. What killed ATV for me was the fact that those sea lions could catch your quad bike and juggle it along with the ball, indefinitely, without you ever getting the chance of getting back on the bike. Tried the BMX one, loved doing the wheelies, but the later stages turned out to be pish. So I'm still more of a Dougie Lampkin and Elastomania guy, rather than a Tony Hawk guy.

That was quite difficult. If I hadn't been so into the beat'em up genre, I probably wouldn't have guessed it.
As for the game itseff, it was a pretty competent 3D brawler (despite awful FMV cutscenes), at least for PS standards.
Unfortunately, I played only a slow-paced PAL version (damn 50 fps!).
Hint #1: It was released on 8-bit microcomputers (Speccy, C=64, Amstrad).
Hint #2: It's a sequel.
Hint #3: The mystery game quite fits with the Halloween season.
