How exactly does the "Recommended" category work?

Hi, I'm just fully curious as to how the Recommended category on SG works. I thought it was highly-rated and popular games, but this illusion was shattered by seeing the Gollum game in there. Does anyone know what marks a game as 'Recommended'?

Sure (I mean doubtful but not gonna shit on something I've not played), but that still doesn't help as to how Recommended works as I assumed it was algorithmically decided, so just trying to figure out how something gets there.

if you bothered to search "Recommended" in the search bar of discussions, you would see literally first post made a year ago this and if you go trough the comments(7 in total and basically 2 to look at) you would see this and it would link you to this
