sale boosters

No idea how many badges were crafted through the steam sale but I only got 2 booster drops - that makes me feel very unlucky. (I'm assuming there's a booster drop for every badge)

I managed to get 1 for TF2 sometime after I had gotten my badge to level 2 for it yesterday. I'm guessing the chance for it to drop goes up based on how many people crafted the specific badge for the game?
