How about:
disabling all firewalls on pc,
disabling AV,
clean install of steam (find and delete files from AppData),
checking your hosts file, clearing it temporarily,
changing your DNS (this sounds weird but I could not update my AV some time in the past),
changing wired to wireless connection and vise versa,
checking your account's cloud actions on another pc.

Thank you so much for the suggestions (even if quite a few don't apply to me even if they are good ones anyways). ActuallySIG comment has the most likely solution to it so I will try that first :)

Mint is a bitch to downgrade your kernel version on but I have cloud saves updating again on version 4.15.0-50. Thank you so very much again ^^

Hello there,
since the 18th of June I am unable to upload any of my cloud saves (and didn't think about asking on SG till now, thanks shower thoughts) and while it attempts to do so it always disconnects me from the Steam chat. It also always disconnects me from it while I attempt to load my game library from my browser for some reason. Switching to Steam beta, restarting PC and router doesn't change anything and everything other than what I mentioned works without issues.
Anyone had this problem before, any suggestions how to fix it or what could possibly be wrong? Literally anything is appreciated because I couldn't really find anything useful while searching the internet for a fix.
