Technically there does seem to be a "special condition" (that you use assistive technologies), but I guess it's hard to actually check that (I didn't test it to see if they try).

EDIT: "We are not restricting the free upgrade offer to specific assistive technologies. If you use assistive technology on Windows, you are eligible for the free upgrade offer."

Sure, I used the magnifier once...

Well, with Windows 10, they are obviously trying to sell your personal data. That's one of the major reasons that it's free. Despite that, I've already considered upgrading, but since I don't have a tablet to use with my computer, I don't really see any features that appeal to me.

Not to this degree they don't.

You can turn off everything that collects data and sends it to Microsoft. You are also not forced to update anything you don't want. They also don't turn stuff back on that you turned off. And you also don't get spammed with ads for programs you have no interest in.

Well
I am half ok with you. I will try to explain :-)
In my opinion, microsoft has 'good' and 'bad' version of windows :
7 is a good one and the first edition of 98 a bad one.
And if someone want the 10 version so be it and he dont either way.
The info here i was 'giving' initially is that you can still upgrade with no charge.
In my case i have upgraded 7 to 10 lately (i wanted to be with the newest version of this os)
And it serms that everything is ok.
I cross fingers. :-)
(Sorry for my bad english)

nice of you to post that

https://www.reddit.com/r/Windows10/comments/4vmz19/regarding_using_assistive_technologies_to_upgrade/
would've said it doesn't work but read that ^ and it apparently will/should, although it was meant for peeps with special needs ...
it smells more like "have some more free win 10 upgrade-time because 1 year wasn't enough lol"

recommended addition to win 10:
