Same here. The GA only deleted after the winner talk for this. The game was buyed on store for a dude near to me (i'm from Brazil and he Argentina), but a can't send the gift to him too. Now, for all region restrited GAs of games buyed on Store, i'll block acess to all my Argentina brothers. Too sad.

I messed up and created a region locked steam gift giveaway for a puzzle, and eventually had to delete it :(
So since I didn't end up spending my budget, I decided to blow it on a key from Humble Bundle.
