Yeah there are, and the community is pretty nice. There is a mod to patch the game to run on an unofficial server, every DLC is unlocked and even casino achievements are obtainable as long as someone still plays the game.
I tried some other games, haven't tried Forza Horizon though. I was very disappointed with Project Cars, eventually go back to TDU2. And indeed, there is no equivalent game out there. Closest one is The Crew I guess.

Only down part is, your existing save file won't work. You should create a new user on that server (forum user is not necessary I think) and login with those credentials.
Well, while the idea is also nice for The Crew (and they being the former team of TDU) it wasn't good enough for me either.

Currently there are18 players online and these are the most crowded hours I can say. It's better than nothing. Though it's possible to make some friends on forums to play with.

R.U.S.E. https://en.wikipedia.org/wiki/R.U.S.E. It was WWII real-time strategy where you can use ruses to fool or bluff on opponent. Ubisoft said they removed it due to some expired licenses for in-game items. That's bad because R.U.S.E. has a big multiplayer component as must of Eugen Systems games

Cryostasis - This game has quite an amazing atmosphere of cold and hopelessness.
Deus Ex: Human Revolution (original) - It seems to have the highest steam rating of all games - 99%

Deadpool. Played it on console and still have it there, but I would've liked to have it on Steam as well because I really enjoyed it. I remembered I was waiting for a good sale since I had played it anyway, but then they removed it due to licensing issues. The game came back later on but then was removed again, and I completely missed it being back so I could've bought it during that time... :/
