That looks shady but is some part of it happening on steamgifts ?

If you have doubts, contact support with a ticket and let them decide (better not post details here as it might break some rules).

edit : if that's a guy with a duck as a profile pic, people have been aware for a long time.

If the wrongdoing isn't happening on Steamgifts, no use reporting him. Better contact the developper with evidence.
