It really depends on the placement of the holder. I prefer under at my place, but over at some other homes I've visited.

I'm guessing it depends even more on the design of the holder. I've never ever even seen that "under" way before this post because every holder I've seen is made the other way.

"Under" works best when doing the "pull-n-cut".
