Indeed, the region indicates what region is the giveaway is restricted to, not what region it's restricted from. I'm not sure why many other region locks were never added.

It's exactly what it is; if you select Germany on giveaway page it's only for users from Germany. Same goes for every other region setting.
There is no region setting for Everywhere-but-Germany so it will have to be manual; warn people on giveaway description, ask for a reroll if a non-german wins.

giveaways restricted to X country can only be managed this way, or you will have to provide a working gift/key for anyone that enters a ga, despite saying it's region-locked in the description (no custom rules).

Regions restrictions and region locks are different. Giveaways for games like these that are restricted from a region rather than locked to only that region are allowed.
It might be a pain when you have to start re-rolling but those re-rolls will be granted.

That's not what support have had to say on the matter several times in the past when this has come up. Region locks have to be created under the correct region or not at all. Region restrictions, specifically those where there's only one region restricted (typically Germany) are fine.

When I created a new giveaway after a long time, the "Region" section came up. The key I have will work with ALL regions EXCEPT "DE / Germany" So I selected Germany. But after a day of looking at the entries, I was puzzled as to why it was so low. I realized that the possibility of my misunderstanding the Region selection is possible -as selecting Germany might have actually set it up as to EXCLUDE everyone outside of Germany and not be open to ALL other regions. If someone could enlighten and explain to me what exactly the Region section is meant to be so I won't get confused, I'd really appreciate it.
