Yes, you can gift directly on Steam.
But keep the gifting restrictions in mind. You can not gift someone a gift on Steam, if he/she is from a region with prices that are more than 10% higher than your region.

If winner agreed to delete the giveaway, you can submit a ticket and it will be deleted. If he/she agreed.
But considering your region, quite a few countries will probably be in the 10% price difference zone, so it's best to only do giveaways for your region. this can be set in the settings when creating.

I also have another question. The purchase from Fanatical was country locked, I can only restrict the giveaway to that country or can I use the region? (To specify, the country was Italy but I guess I can use the whole Euro area, correct?).

Region Restricted
Select the countries where your gift or key can be activated to limit your giveaway to the appropriate users. If you choose one of the preset regions, please double-check the region accurately represents your giveaway.

i bought some keys on Fanatical myself, never saw any region lock there, it's probably even a worldwide key, but if you want to be sure, restrict it to Europe
never heard of country restricted keys, some use it for gifting via Steam, but that's not the case with keys from Fanatical
If you want to be sure of region locks for a specific game you can google the game and Steam DB
