send gifts go other countries

Hi.
when i buy games in the GUS there is the notice that i can only activate it in the GUS zone (Russia,Kazakhstan, Ex. Ukraine etc...). I want to GIFT (nothing for exchange) a friend a game on steam. The problem is that he isnt located in the GUS zone.
Is it also possible to gift him a game which works in his location?

You can gift it to him, but he won't be able to activate it.

One of my friend was in the netherlands, bought one game from Ukrainian store (Age of Empires) which was also region restricted- he gifted it to his friend from netherlands and he was able to activate and install it.

But i want to risk it on a AAA title....
