Amazon does not check IP, they just check what address you have set on your account, so if you claim to live in the US, they believe you. A VPN won't help you, but an alter ego who just so happen to think he/she lives in the US would.

I have 2 amazon accounts, one with an US address and one for my real one. Back when I created my other Amazon account, they did not seem to check if your address actually exists, but I don't know if they still allow for that.
If amazon has introduced some new ways of preventing fake US accounts, I can grab a key for you.

I would honestly recommend against the Thief DLCs if you actually intend to play the game. They are "cheats", and very easy to activate by mistake.
Not that I would ever recommend anyone to play that game. Repeatedly getting stuck in the level geometry is no fun, and the AI seem to have become far more stupid since last time around

Don't need a VPN, just a basic webproxy. The downloader thereafter doesn't need any proxying.
Worse part is you need to download a 4GB file -- the game itself once extracted -- just to get the steam key...
Guess it is DRM free + Steam though.

You should be able to click on a link that says something like "Just Get Product Keys" right near the download link ... or go to your games library on Amazon, and the keys will be there.
