When you got back your account, did you hit "unauthorize all machines except this one" (or whatever it's written) on the Steamguard settings?
Also, are you sure that this hacker doesn't have access to your email(s)?

And tbh, it's you're own fault that you got hacked the second time! It's common sense to change windows if you don't have an AV software and change all your passwords and emails on another pc! obviously the hacker got some keylogger on you're pc! -_-

Do you have Steam Guard on? It can be a pain, but it can also stop your account from being hacked.
Have you changed your password to something crazy, like for example
2xSal4uNu657gS8
The longer it is, and the more mixed characters it is, the harder it is to brute force.
Have you also changed the password on your e-mail account. Because if you did change your steam accounts password, and you do use a big random password, and you do use steam guard, then they might be getting in that way.

Judging from your spelling and the fact that you lack the common sense not to have your account stolen I would assume you're too young to use steam anyway, steam has methods in place to prevent these things, just read their FAQs and look for security options in accounts settings

Thanks for the reasonable post here. But then, why are you acting like an elitist language nazi jerk to a fifteen year old Swedish kid who lost his games? His English is far better than most non-native English speaking people I see post garbled nonsense on here - I can still understand what he's trying to convey just fine, and that should be all that matters, anyway.

Also, see user "Xrandom"'s post for a great example of how Steam, and Steam support, often fails, hard. Sure, there's Steamguard, but even then, there's always weakness to social engineering and bad support departments. Stories like this are becoming more and more prevalent on Steam. I've even pre-emptively taken a photo on my cellphone the day I bought Dead Island, with my opened case with the DVD in it, and the receipt of the purchase lying next to it on a table, with the date clearly posted on the receipt, in case I ever get into a bullshit "ownership dispute" over my Steam account.

In my opinion Steam Support is one of the better ones out there.
I had my account Hijacked a few months ago and got it back within 2-3 day.
When you send a Support Ticket be sure to GIVE AS MUCH INFORMATION AS POSSIBLE, Last time you logged in, Credit Card info, a Pic of a CD-Key w/ the Support Ticket number.. etc.

virtualkeyboard is a feature in windows and you should use it for typing passwords etc. to be safe.

You could also try typing your password from the right.
i.e: If your password is "Cutlets" you could type it by 1st typing 's' then left arrow key then 't' and so on, so that the password forms like
s
ts
ets
lets
tlets
utlets
Cutlets
and so on :P Keyloggers don't normally log the arrow keys so if you have a complex password like z0mGZ43k1911 they are going to have a hard time figuring it out when it is flipped backwords.
Also use google 2 step authentication (password + confirmation code they send to your phone)
Turn on SteamGuard, and end all the other logged in sessions when you get your login

400 games my friend... you dont know how hard it was for me to gain all those games... here in sweden a game can cost 600 SEK i have no idea where you are from so ... but as i get around 50 SEK a week all the time to buy my self saturday candy and sometimes food for my self when im home alone for a whole day soo yea it was hard to get those games!

You should have made at least one purchase through steam store with any way that you can later prove that you own that account. Or you can bomb them with all your CD-Keys and they will believe you :)

You might have virus on your pc. Keylogger , rat , etc ... and he can take the info straight from you. So no matter how many mails and passwords you change he will always know. He might even see your post right now and laugh his ass off...

Steam Support can find out where he lives, since they see all the ip addresses that log into a given account...
Before you change any more passwords, or make a new email, or even email Steam again, format your HDD and reinstall your operating system. Something is there giving away your credentials.

So yea i recently got back my old steam account and the reason for that was beacuse it was hacked...
So i asked steam support to help me get it back and they got it back for me...
BUT
like 3 days later the hacker got it back when i was in middel of a game... and steam sent me a message saying
"You have succfelly <- or how it is spelled) change your password "
And then i got really pissed of.. the hacker asked once again to get my password! and steam helped him... ffs steam support is the worst thing ever...
And when i said that i wanted to get my steam account back again i got the answer
" We are sorry but you dont have the rights to acces <- or how it is spelled) this account"
So i spended $100 on games on steam just to be butt fucked by a company that cant check who the origenal owner off the account is?
If this account im using in the moment get hacked im going to get pissed off :/
Steamguard was on and i changed the E-mail when i got the account back (NO CREDIT CARD WAS USED ON THIS ACCOUNT STOP ASK ABOUT THAT :()
