OP, I hope you know the minimum amount of time a winner can respond is 24 hours. Or you can just e-mail them the key or gift.

Actually they have 7 days.

Quote from the FAQ:

The submitter and winner(s) of the giveaway have seven (7) days to complete the gifting process. This includes the activation of the gift on the Steam account of the winner.

According to the rules here, the time range for answering is up to 24 hours, so there's no way you can select another winner by only 30 min after the end of the giveaway. Noticed that you are new here, so just let you know. :)

30 minutes is kind of extreme, don't you think? What if the end of the giveaway is in the middle of the night and they're asleep? What if they're at work? Stuck in traffic? Internet is out? 30 minutes is not enough time.
Seriously, do you really think that people are willing to revolve their lives around a giveaway site?

That, and support won't let you reroll a public giveaway with such a requirement. I'm not even sure if they would be okay with that rule in a private GA.
