Darn. Thanks for letting me know. I thought Steam listed country restrictions for games? Anyone know how to figure out where it isn't available?

SteamDB shows if any games are explicitly restricted from being activated in countries where the games aren't purchasable. I didn't find any such on their site, maybe because tha game is a little old. You should mention that it requires GFWL.

That's wrong assumption. I mean, keys may indeed have region restrictions, but it's not connected with presence or absence of game in steam store of that country. This game, for example, is absent in steam in my country (Ukraine), but I have it in library, activated with key.
