I recommend level 2 as minimum for public GAs.

In the last weeks got 32 autojoiners suspended, because of reports from one of my group members and me.
The half of them permanent. 24 of them were level 0-1, the rest level 2-5.
And around 100 tickets more, against autojoiners, wait to be handled.

I think you seen a part by yourself from all the comments...^^
