We all dislike region restrictions, but they are as they are. Sometimes the option is to give away less (and keep the percentage of region unrestricted giveaways high) or more (but region restricted, if the key is). Not all games are available everywhere, or have region unrestricted versions.
Most of the "private" giveaways are from community trains, from Christmas events (but you probably won't be able to open those), but mostly just hidden in regular giveaways, as a poor man's captcha.

Does giveaway frequency matter? I think I meet all the requirements, and I keep a pretty good real CV ratio! But I only give away ~1 game a month (plus extras for special events and occasions).

Ah, sorry. I somehow missed the public group part... i dont join many groups on steam, so i make 3 kinds of GAs, either its WL only, WL+some smaller groups, and public. :/ so if "public" groups are mandatory, then nevermind my application. :)
