Unsure, there was a time when it wasn't ok, but then it was ok for Left 4 dead to be gifted to german players so they could get the bloody version. I think if it's region restricted and you try to redeem it may not let you. Ask steam support. and ask them hypothetically.

Short answer: yes, you will be able to activate it and play it unrestrictedly.
Long answer:
I have a bit of experience on that matter. No matter who gifts who, the version of the game you get always depends on where the gift is actually purchased. Which means you will get the gifter's version of the game.
Example: the German version of Titan Quest forces you to use German text/voice language, unlike other European versions. If I buy a copy of TQ and gift it to someone, they're stuck with German. If someone from the US or from Europe other than Germany gifts ME the game, I get the uncut copy.
I actually did that with quite a couple of games. I also had a talk with steam support about it. This sort of "uncut game importing" represents a law that states that the import of uncensored/uncut games is allowed for private use. Which means it is perfectly legal and safe to do so.

Hmm... Ok so if this fear pack was purchased in a country where fear 2 is restricted, the gift receiver would only receive fear?

If FEAR 2 is unavailable in the gifter's region, yes. FEAR 2 would be missing from the pack.
I am not sure if that is the case though, since FEAR 2 is available here in Germany, while FEAR 1 isn't.
Let me give an example. look at this SEGA genesis classics pack, the US version. 10 games in there. now the German version. only 9 games. Fatal Labyrinth is missing.
Thus, if I buy the pack and gift it to someone in the US, they would lack Fatal Labyrinth, which they would have gotten if they bought the pack themselves. However, if someone from the US buys it and gifts it to me, I get Fatal Labyrinth, along with the rest of the pack.

Yeah, that's what i figured. Some packs in restricted regions like Germany are changed, compared to the original pack. Sometimes they even have a different sub number.

This doesn't mean anything. There is no difference between FEAR Collection (ROW) and FEAR Collection (US). The only pack that is different is the FEAR 2 Collection, which is only (I think) available in Germany and doesn't include FEAR 1 and the expansions for it, because it's unrated here. Just by looking at my games list I could tell you a few examples, where the same weird name difference applies, but I can assure you, that all those games are exactly the same as the US version.

Yep, BioShock 2 has a regular 18 rating, only the original BioShock is unrated and thus has a cut version.
Kinda funny, that the Mac and PS3 versions of BioShock are both uncut, so is the version, which is included in the BioShock/Oblivion Bundle, only the original PC and Xbox360 versions are cut. Source

I do not know of any on steam. In fact steams regional restrictions are of 3 categories (that I know of) 1. Available only for AND, AUT, BEL, BGR, CAN, CHE, HRV, CYP, CZE, DEU, DNK, ESP, FRA, GBR, GRC, HUN, ISL, IRL, ITA, LUX, MLT, MNE, NLD, NOR, POL, PRT, ROM, SRB, SVK, SVN, SWE, USA (alliance of valliant arms, an f2p game, is in this category for example and everyone in this region sees this game)
As you can see, US is in the first region and in neither of the restricted region groups... :) hope this helped...

A lot of that depends on where you live right now. For example all games, that need a GFWL account can be activated in countries, where GFWL isn't available, but can't be played!
Well, I guess you live in Germany, then GFWL is available and you can activate and play almost all uncut games, the only exception I know of, are CoD Blops and Saints Row 2, which will both activate as the cut version, if the activation is done in Germany. Some other games can't be activated at all, are games bought in some Asian countries (Thailand, Malaysia and Russia are some of them), which include, for example, the Orange Box and CoD Blops.

Yes, and it also works fine with packs. An Australian friend of mine wanted the Valve pack, which is unavailable for purchase in Australia because L4D2 (at least the uncensored version) is banned there - so I bought the pack and gifted it to her, and she was able to both receive the full pack with no games missing and to access the uncensored/American version of L4D2.

thank you for that. the problem is this friend of mine somehow managed to purchase the pack even though fear 2 is supposed to be restricted for the region he lives in (but he could only purchase as a gift- when he tried to purchase for his own account, he got returned to store homepage). So now I am not sure whether the pack will be complete or not :(

Ah. I think the pack will be incomplete since the buyer bought it in a restricted location - the only workaround would be for someone who lives outside that restriction to buy it and gift it to someone who lives in the restricted area, who will receive the whole pack/

I've heard they will allow it, but if you a habit out of it, and send a lot of games in a short time to places in other regions where it's restricted, you will get an e-mail from Steam telling you not to do that, and that they will monitor your account from time to time.

It is illegal to buy/sell/trade games in order to get around region restrictions and tariffs. It is not illegal to accept a gift though. Steam wants people to be able to buy gifts for their online friends that's how they make money. As long as there isn't several games being gifted by someone (i mean like a 100 or something profitable) steam wont bat an eye at it. I remember reading that somewhere but i cant find the url now. I know it was on steams website cant remember if it was just forums or an actual steam page.

Ok, thanks everyone! I added the game and all titles added to my account (I hope... not sure about the dlc's as they don't show up in library)... I will delete the thread in a day or so for other people with similar issues can discuss similar issues

If I win a giveaway for a game/game pack that is regionally restricted to me on steam or if I am gifted such a game (e.g. Fear Pack (ROW), which is available to NA and some areas of Europe and restricted to the rest), will I be able to add it to my account, download and play it if I am in one of the restricted regions?
