I don't know why so many users are writing this in their descriptions now. You can ask the winner for permission to delete the giveaway if there is a problem, but giveaway creators are not allowed to make up any kind of additional rules for users entering public giveaways. Anyone that can see this giveaway is allowed to enter without agreeing to anything written in the description. If you want to create rules, it needs to be done through private giveaways and that is why there are multiple groups specifically for giving away games where the key might not work.
I have no issue with deleting a giveaways if there is a problem, it just bothers me to constantly see this in giveaway descriptions when it is not true. Thanks for the giveaway :)

I just want to give these games to any other player who want to have them, so I used the publice giveaway and without any words in descriptions before.
However, I was refused to delete the giveaway by the winner because of Region Restricted recently.
After that, I add this rule in all my giveaways.
Is it enough for your questions?

Region restrictions can be confusing and hard to deal with, but the decision to delete the giveaway is still up to the winner no matter what is written in the description.
You can set region restrictions when creating the giveaway so only people in the correct region can enter, but the difficult part is finding out what regions can enter. I would like to offer more help on how to find region restriction information, but I do not know a lot about it because I live in the US which has very few region restrictions.
Most people when asked will agree to delete the giveaway, but if they do not, it is not a big deal to have a "not received" on your account.

I bought these game on humblebundle, and they didn't show any information about region restrictions for those games. To avoid it, the only way is setting region restrictions in my country in all my giveaways. It is too bad to those games not restricted.
It is right that having a "not received" on my account is not a big deal. I just don't like to see too many that kind of records.

Yeah, it is unfortunate. We never used to have so many region issues years ago, but it is getting bad now.
It isn't even worth trying to give away games directly from Steam anymore because we can't keep games in out inventory and we can't send the game to anyone in a region that pays 10% more than your region. This makes gifting directly from Steam very difficult, especially if you are trying to gift the game while a sale is active.
Now they are adding regions restrictions to a lot of the keys as well and it can be very difficult to find what restrictions exist. I can send my keys to most of the world from the US so I almost never have an issue, but I image it must be very difficult for many other countries around the world.
It seems like the only option is to find out where the game can be activated and restrict the giveaway to those countries or if that is not possible or too much work, just restrict all of your giveaways to your general region. It stops a lot of people from being able to enter, but unfortunately that is where we are heading because it seems like they are trying to stop all cross region selling and trading.
