I started using Nomacs few days ago when someone recommended it to me. It's free and open source. It lets you resize, crop and adjust images in various ways, you can also batch edit images. It also has a built-in plugin that allows you to add arrows and circle/squares on pictures in case you want to emphasize something on screenshots or pictures.

IrfanView best, don't use anything else. Or just open it with Chrome.

If you use windows 10 - install Webp Image extensions and FastStone will be able to view webp images.

I'm using FastStone Image Viewer and don't have any trouble viewing webp images.
