Looks like Quarantine to me, but I can't figure out why it looks like a tilted photo, as I can't find it anywhere besides as a regular video part of the game's intro.

The first 2 screenshots suggested an adventure game to me, but the last 2 made it clear it was a 2D fighting game of the DOS era. Luckily its name comes pretty early in alphabetical order, so I found it rather quickly on MobyGames. :P

Compared to the Commodore 64 version, the ZX Spectrum version looks like it was made for a calculator (which is why it was so hard to find, and likely why people did not make guesses) & they are only one year apart.

First image's too dark for search engines to recognize anything in & I didn't come up with any keywords that got me anywhere, so I waited.
Second image just gave me tons FPS games, especially Counter Strike. Tried looking up the cafe in the 2nd image, to no avail.
Finally noticed the UI in the second image to be similar to the first one, so I looked that up, wasted too much time on that & started again... lo and behold, just feeding the second image to google gave an image of a different scene of the game (attached).
For the scene itself, I just looked up any long-play to find proof of that Cafe, and it looks like I found the same video LagiNatoRRR used for this entry.

Nice job finding that article! I looked myself for something modern mentioning it, and nothing came up.
I found the game in a bargain bin around 2009. The campaign was bad, but the local battle mode was quite fun with a friend. I got my $5 out of it.
