Yes, here in this section of the site from time to time people talk about free giveaways, and this game is now... free.
It's just that historically: if something was once given away for free somewhere, it didn't automatically appear in everyone's accounts on all platforms - sometimes people didn't know about it, sometimes people missed it, sometimes people didn't have access before, or they weren't interested.

Since this was free repeated on Steam (BaseGame + Chapter 2 & 3 DLC)

Now I see what you're confusing with.
The BaseGame (No Chapter 2 & 3) is same by the date you said, after they added/removed the FoD license for Chapter 1 Free, it caused that it was paid and free again status.
But now we here are talking about BaseGame + DLC Chapter 2 & 3 for free, not just BaseGame (Chapter 1).

But now the game is with Chapter 2 & 3 that is paid usually ($19.99), only free now, or the same as other 4 repeats in the past.

You know there's character limit for title right?
Can't put Chap 2 & 3 or it can't be posted.
Also Steam make the Package under the BaseGame link, not me.
As you can see on the pic below, it shows Get Tell Me Why, and that's the Package that contains Chapter 2 & 3 despite it doesn't mention them in Steam Store Page, but when checking on SteamDB you can see the Package contains both Chapters.
So the info is based on what could be seen on Steam Page rather than SteamDB itself.
No worries, just to explain the situation there.
Since it can cause confusion from what could be seen just from Steam page itself.

i only visited steampage to go to steamdb and thats all. and thats what i posted. game was more free as paid.
and that there are 7 threads about this game.... other people always complain "oh there is already a other thread about that" but here looks like its okay.. i dont care :)
